Scheme

    1. In 2007, the US Department of Labor demonstrated that crane power line contact was the primary killer at construction sites in the USA over the prior 20 years. Crane power line contact occurs when a crane meets an energised power line. It is reported that electrocutions amount to approximately 44% of total construction fatalities when a crane was involved, and it is estimated that 100 power line incidents occur each year.
    2. A proposed solution to the problem of electrocution from crane power line contact is to fit an insulating link between the lifted load and the crane hook. The insulating link’s performance must consider the expected operating mechanical loading and high voltage conditions and should never pass an ‘unsafe’ current. In 2010, ANSI/CLPSO-14 was published to address this issue. Similarly, the use of insulating link on a “Tag Line” used to prevent rotation of the lifted load would reduce the risk from electrocution.
    3. This Standard is applicable to crane insulators used outdoors and indoors at factories for lifting purposes. This Standard specifies the characteristic mechanical and electrical performance levels required for these insulating devices. The ANSI/CLPSO-14 standard has been determined to be appropriate for use under the United States Department of Labor Occupational Health Administration (OSHA’s) Nationally Recognized Test Laboratory (NRTL) Program.
    4. AW TEST INC. is a certification body and shall comply with the requirements of the standard for Conformity assessment
    5. In this scheme, an applicant (client) shall submit representative samples to AW Test Inc. The certification body shall submit samples to a laboratory determined by the Certification Body to be suitable. The applicant shall apply for certification to the certification body and shall arrange for the laboratory to send a report with conforming results directly to the certification body.
    6. The laboratory shall send the test report and test certificate to the certification body with a statement of conformity. The certification body shall evaluate and review all information and data and shall make the decision on certification.
    7. The certification body shall ensure its certification agreement requires that the client comply at least, with the following:
      1. upon suspension, withdrawal, or termination of certification, the client discontinues its use of the mark of conformity on all products, all advertising matter that contains any reference thereto and acts as required by the certification scheme to return the Follow-Up Procedure.
      2. if the client provides copies of the certification documents to others, the documents shall be reproduced in their entirety.
      3. in referring to its product certification in communication media such as documents, brochures or advertising, the client complies with the requirements of the certification body or as specified by the certification scheme.
      4. the client complies with any requirements that may be prescribed in the certification scheme relating to the use of marks of conformity, and on information related to the product.
    8. The certification body shall exercise the control over ownership, use and display of licenses, certificates, marks of conformity, and any other mechanisms for indicating a product is certified. Only products that display the certification mark shall be considered certified.
    9. Incorrect references to the certification scheme, or misleading use of licenses, certificates, marks, or any other mechanism for indicating a product is certified, found in documentation or other publicity, shall be dealt with by suitable action, such as suspension or withdrawal.
